Sex offender registered in Racine found to be living in Caledonia



CALEDONIA (WITI) -- Officials say a registered sex offender who was supposed to be living in Racine, was found to be living in Caledonia. Officials say they received phone calls from neighbors of the 34-year-old man, and then, Caledonia police found Raymond Shockley had been living in Caledonia for nearly four years, without notifying authorities!

Ken Tucker has lived on the same bit of land on Bel Mar Avenue in Caledonia for his entire life. Everything had been fine, until 2009, when his nephew, Shockley, moved in next door, with Shockley's mother, Tucker's sister.

“He just did stupid things. I mean, he went out of his way to offend people. He could have come into this neighborhood and it could have been just fine. It was like he didn’t want to get along with anybody. He was going to try and rule the neighborhood," Tucker said.

Police went out to the residence numerous times, but they didn't know he wasn't supposed to be living in the home.

Caledonia Police Detective Melissa Stardy says that changed in August when the sex offender registry specialist with the Caledonia Police Department was called.

“She had received two anonymous phone calls from two different people saying that a Raymond Shockley is not living at the address that he’s reporting to the state," Det. Stardy said.

While living at the home on Bel Mar Avenue in Caledonia, he was allegedly reporting to the state that he was living at a home on Erie Street in Racine.

"It was just something that fell through the cracks," Det. Stardy said.

FOX6 News tried to talk with Shockley on Wednesday, September 4th, but we were greeted with obscenities.

Shockley was arrested on August 23rd, and is out on bond -- but investigators want people to be aware of who was living in their neighborhood.

"If something had happened, that they would call us to let us know so we can investigate that crime," Det. Stardy said.

“All he had to do was be a good neighbor and nobody would have had an issue with it at all," Tucker said.

Shockley is facing four counts of sex offender registry violations, and will have a preliminary hearing in the case next week.

Tucker says his sister is moving away, and by the end of the month, he will own the property where Shockley had been living.
