Man asks minor to engage in oral sex at Racine Co. fair, child reports "creepy" man to police

RACINE CO. (WITI) -- A 14-year-old boy at the Racine Co. fair on Thursday morning, July 24th tells police a "creepy old man" wanted to engage in oral sex with him. Police have identified the man as 64-year-old Robert Vorpagel.

According to the criminal complaint, the boy was dropped off at the fair in the morning where he was going to meet up with friends. He tells police the older man was watching him for a while, and the boy describes the situation as creepy. The boy then walked over to the rock climbing wall, where the older man approached him and asked whether he liked rock climbing, and the boy responded that he did, then started walking away.

Vorpagel followed the boy asking if he had a girlfriend, and the boy answered no. Vorpagel told the boy he was at the fair because his daughter was selling a pig. The boy says he continued to walk away and Vorpagel followed. The criminal complaint says that Vorpagel then asked the boy if he ever received oral sex and if he wanted to engage in oral sex with Vorpagel. The boy says he said no and continued to walk away.

The boy says he waited for Vorpagel to stop following him and then reported the incident to police on the fair ground. Police then located Vorpagel inside of the fair.

The boy tells police the incident made him nervous and worried.

Vorpagel now faces one count of exposing a child to harmful descriptions and one count of disorderly conduct.

The day of the incident was designated as “Children’s Day” at the Racine Co. Fair, and is advertised as such in the 2014 fair schedule.
