Police say Macemon is in custody while their investigation continues.

"It`s senseless. It was a pretty substantial accident. It's very sad. She was a student at St. Catherine`s (High School in Racine)," Caledonia Police Lt. Gary Larsen said.

Police say Macemon has been arrested for homicide by intoxicated use of a motor vehicle. He is in custody at the Racine County Jail after he was treated at the hospital.

"So alcohol and possibly other substances are suspected," Lt. Larsen said.

On Monday afternoon, Dresen's sister stopped by the scene of the crash to add a cross, more flowers and a teddy bear to her sister's memorial.

"It`s shocking -- especially with how much media is put out on the dangers of drunk driving. The message is out there and people don`t listen to it, and sadly now, this family that`s got this 13-year-old with a bright future -- it`s done for that family. That family is crushed," Lt. Larsen said.

Authorities say this incident is under investigation and criminal charges are pending.
