Porch pirate: 49-year-old Racine woman accused of swiping holiday packages is busted

RACINE COUNTY -- A 49-year-old Racine woman has been charged with misdemeanor theft -- accused of stealing packages from a porch.

Lisa Carter is facing two counts of misdemeanor theft.

A criminal complaint in the case indicates on Tuesday, December 15th around 12:45 p.m ., police were dispatched to the area of Summit Avenue and Goold Street regarding a theft.

Officers spoke with an individual who reported she had seen a woman remove two packages from the front porch of a home on Layard Avenue. This witness said the woman then opened the packages as she headed south on Summit, and then east on Goold.

The suspect was described as a white woman, wearing a black coat, black pants and blue shoes.

An individual matching the description of the suspect was observed carrying an open cardboard box and white plastic package near Goold and Carlisle.

When stopped, the complaint indicates Carter told officers she "found the packages on the road."

Officers observed that both packages were addressed to the home on Layard Avenue. A postman advised that the packages were delivered to the home on Layard Avenue.

That postman told officers he saw Carter "lingering" in the area and watching him -- which he thought was suspicious.

The complaint indicates Carter has a fairly extensive criminal history -- with convictions dating back to 1994.
