One charged, one sought in February killing in Manitowoc

MANITOWOC -- Authorities have charged one man and are seeking a second in the fatal shooting of a man in Manitowoc in February.


Twenty-two-year-old Quinn Orn Smith of St. Paul, Minnesota, is charged with first-degree intentional homicide in the death of 52-year-old Kor Yang. Police say Yang was shot when he answered a knock on his door on February 5th.

Smith was arrested Monday, May 9th by police in Minnesota. He was still in that state Tuesday, awaiting extradition to Wisconsin.

Police are looking for a second suspect, a 25-year-old man also from Minneapolis-St. Paul. Police say there are warrants for Joe Vang's arrest and he is also wanted on unrelated charges in Minnesota.

In a criminal complaint, prosecutors say a citizen found a handgun and holster about a block-and-a-half from the scene, the same day as the shooting.

A test of DNA on the gun's grips linked it to Vang, whose DNA was in a database. Working with police in Minnesota, Manitowoc officials learned that Vang was in a gang called the Asian Crips, and that Smith was another known member. A further test of the gun's trigger and hammer turned up Smith's DNA. The bullets that killed Yang were also connected to the same gun by ballistics testing, prosecutors say.
