Man arrested after suspected kidnapping

MILWAUKEE -- Officers narrowly escape injury after a short chase ends on Milwaukee's south side Thursday night. Police say a man suspected of kidnapping his own stepdaughter rammed into a squad car.

Milwaukee police say 22-year-old Kiara Freeman's stepfather, Tonnie Tolliver, took her from a home near 82nd and Capitol Tuesday.

Officers spotted the car Tolliver was in Thursday and tried to pull it over. Police say he rammed a patrol car that tried to stop him, but he was arrested.

Teresa Deacon lives near where the crash occurred. 

"I figured somebody hit the wall because that has happened before. Someone has come down real fast and hit this concrete wall with their car. They don't realize it is a dead end, or they are going way too fast," said Deacon.

The officers were not hurt. Police say the 22-year-old woman is okay.
