Sex offender meeting set for Wednesday ahead of Fink release

RACINE (WITI) -- Convicted sex offender Michael Fink is about to be released into the Racine community. Fink has a new home already lined up, and his new neighbors are already planning to hide their kids.

Fink is set to be placed near 16th and South Memorial Drive in Racine.

Fink was initially placed by the state within blocks of his victim. Once the state realized its mistake, officials found a new home for Fink.

Fink was convicted of sexually assaulting a woman in 1987. A few months after his 1994 release, he raped two twin girls and was sent back to prison. In 2006, Fink was committed to the Sandridge Treatment Facility as a sexually violent person.

Now, Fink will be living on South Memorial Drive and 16th Street in Racine, where he will have GPS ankle monitoring for the rest of his life, along with an employee from the Department of Health Services with him for two years.

Racine resident Cindy Knotek says she was surprised to hear Fink is set to move into Racine.

"I'm going to be thinking about it now. I know I will. When I come into this area again, I'm going to remember this and my kids are going to be pulled close to me," Knotek said.

Fink's victim, after the ordeal where Fink was almost placed near her home, now says she is pushing for the city of Racine to enact an ordinance which would limit where sex offenders can reside.

However, she is meeting some opposition from Fink's attorney, who spoke with FOX6 News.

"Legislation should be based upon good information, and solid facts, and not upon fear. To adapt ordinances that actually prohibit the reintegration in the community is contrary to any constitutional notice, no due process, or liberty," Fink's attorney said.

A sex offender notification meeting has been scheduled for Wednesday, February 20th at the 16th Street Community Policing House from 6:00 to 7:30 p.m.
