Sex offender meeting held in Racine ahead of Fink release

RACINE (WITI) -- A public sex offender notification meeting was held Wednesday, February 20th from 6:00 p.m. to 7:30 p.m. at the 16th Street Community Policing House in Racine to discuss the release of convicted sex offender Michael Fink.

Fink is set to be placed near 16th and South Memorial Drive in Racine.

Fink was initially placed by the state within blocks of his victim. Once the state realized its mistake, officials found a new home for Fink.

Fink was convicted of sexually assaulting a woman in 1987. A few months after his 1994 release, he raped two twin girls and was sent back to prison. In 2006, Fink was committed to the Sandridge Treatment Facility as a sexually violent person.

Now, Fink will be living on South Memorial Drive and 16th Street in Racine, where he will have GPS ankle monitoring for the rest of his life, along with an employee from the Department of Health Services with him for two years.

"He'll be the subject to polygraph. He'll have GPS positioning system. He must be escorted within the first year -- no matter where he goes," Jason Cram, the Supervised Release Program Manager for the state of Wisconsin said.

Fink's victim was at Wednesday's meeting and said her nightmare that Fink would return to Racine is coming true. However, she said she is happy people are taking the time to learn about who is about to be on their block.

"Now they are educated. They are informed of him, so they`re more aware and I`m glad they had the turnout they had tonight," Fink's victim said.

A map shows Fink is just one of more than a dozen registered sex offenders living in the area.

Fink will be released into the Racine Community on or before March 7th.
