“I saw them alive and then I saw them deceased:” Neighbor witnessed fatal crash, gunfire

MILWAUKEE (WITI) -- Milwaukee police identified on Monday, April 13th the victims of an incident that involved a crash that preceded a shooting near 48th and Glendale on Sunday. The victims include a two-year-old boy, his 15-year-old brother and a well-known Milwaukee businessman. They have also identified a male suspect in the fatal shooting.

Officials say their investigation shows 40-year-old Archie Brown was driving a van northbound on N. 48th Street when two-year-old Damani Terry ran into the road.  The van struck the child and he was pronounced dead at the scene.

Brown, whom witnesses indicate was distraught about hitting the child, stopped and exited the van immediately following the crash and was fatally shot by an unknown suspect. Brown was also pronounced dead at the scene.

Officials say a second victim, 15-year-old Rasheed Chiles was also fatally shot by the suspect. Chiles was taken to a hospital where he died from his injuries.  Both Terry and Chiles were attending a birthday party at the house near where the incident happened -- and the Medical Examiner's Office says two-year-old Terry and 15-year-old Chiles were brothers.

FOX6 News spoke with a woman who says she's overwhelmed with emotion because she says she saw the entire incident unfold.

"I saw them alive and then I saw them deceased. How can you get past that? What does it take?" the woman said.

This woman has asked that her identity be protected, because she says she's in fear for her life. She says she watched helplessly Sunday evening as two-year-old Damani Terry left the nearby birthday party and tried to cross the street to Wahl Park.

"I`m going 'the baby, the baby!' The baby was midway in front of the car. The man couldn`t see him because he was in front of a car. When the man knew he had hit something he got out to see and when he saw it was a baby, he became very distraught," the woman said.

That tragic event was just the beginning of what the woman witnessed. Archie Brown was shot and killed.

"I heard the bullets and I saw him fall. I heard the bullets and I saw him fall. I have been reliving this since I woke up," the woman said.

Milwaukee police are working to identify the shooting suspect. Anyone with information is asked to call Milwaukee Police at 414-935-7360.

Milwaukee Attorney Michael Hupy, with the law firm Hupy & Abraham is offering a $25,000 reward in this case.

    Somebody at that party knows who did it. And to everyone assuming the parents were negligent you must never have had kids. A 2 year old can run into the street in the blink of an eye. Perhaps the parents were right behind him…we don’t know that part of the story.

      You are right that we don’t know that part of the story and that yes, children can run off in a matter of seconds. Any parent knows that. That only means that the parents should have had constant supervision of the child, especially outside and/or at a gathering. This whole story is just one big tragedy that could have been prevented.

    He was a great guy. I sat and talked to him for about 2 hours the first time I met him in my office about how he wanted to help our community and various projects he was working on. So tragic. Rest in peace.

    This scares me. This is not the first time this year that a person has stopped after an accident and then killed by irrational folks acting impulsively. A roofer hit a child in Detroit, barely hurt the child. He ended up in a coma for a few weeks / after a mob beating. At what point will folks be inclined to now run from the scene of an accident vs the possibility of violence against them?

      Remember the beating death of Charlie Young Jr. by a mob of 16-18 kids? They used rakes, milk crates, bats and boards to beat that man to death back in 2002. So what has changed since then????

    How can the mayor possibly know that had there been a swift police response to the accident scene, that 2 lives could not have been saved ?
    Here’s a suggestion, lets look into the history of the shooter. Any prior arrests ? Could it be that the criminal justice system has given this individual a pass after pass ?
    Let’s see what judges failed to protect this community from the suspect.
    Milwaukee needs leadership and more cops.
    We do not need a streetcar !

    Where were the parents of the two year old? Saying this is as ridiculous as shooting the man and the fifteen year old. This is not about race. This is about the tragedy of the the two brothers who lost their lives, and the driver who was devastated and stayed to do the right thing. This is the time to come together and mourn the loss of these three precious lives.

    Sir there are hundreds of thousands of gun owners in the white suburbs all through out the state and their not shooting each other up. This has nothing to do with the guns it’s the animals who are illegally possessing them and committing crimes all throughout Milwaukee each and every day. It is a certain relatively small group of crime committing juvenile thugs who know nothing else but a life of crime.

    Has the possibility been looked at that the 15- year old brother might’ve been left in charge of the 2-year old? The shooter did say to the driver “You’ve signed your death certificate”. Perhaps in his eyes everyone else is culpable, and he is judge, jury, and executioner.

    So lets see the ACTUAL numbers of concealed carry holders involved in these 39 shootings and how may of those firearms used in the murders were stolen from the law abiding vs straw purchase via thugs and gang bangers.
    Its not the fault of the NRA, Scott Walker , J.B. Van Holland or Sheriff Clarke. Its your own Milwaukee County D.A.s that do nothing but plea deal and these criminals walk away with a slap on the wrist. Nor is it the fault of the 200.000 + legal Wis concealed carry holders fault. We don’t break the law.

    So in the story it states they identified a 40 year old male suspect. Then later in the story it states: Milwaukee police are working to identify the shooting suspect. Which is it, do they know who they are looking fo or not? If they know, tell us who this 40 year old male suspect is and provide a photo so we can hunt him down like the animal he is and take him into custody dead!!!

    Exactly, where are all these religious leaders coming out to support the driver’s family especially since he is a minister himself?? Maybe they feel they wouldn’t be able to get all the donations for their church so they aren’t going to come out and support the family???
