Man arrested after approaching woman with rope, asking her to place hands behind her back

VILLAGE OF ROCHESTER -- A 20-year-old Waterford man was taken into custody Saturday, September 12th after he allegedly approached a woman with a rope and instructed her to put her hands behind her back.The incident occurred  at Case Eagle Park in the Village of Rochester.

According to officials, at approximately 11:23 a.m. on Saturday, September 12th Racine County Sheriff's deputies responded to the scene. Upon arrival, deputies saturated the area and located a white male traveling northbound on the bike trail from the park.

Responding deputies quickly determined that the suspect matched the description provided by the complainant and detained him in order to investigate further.

Through the course of the investigation, deputies were able to determine that the suspect was the individual who approached the victim.  He was subsequently taken into custody and is being held at the Racine County jail on a number of felony and misdemeanor charges.

Prior to this particular incident, the Sheriff’s Office was actively investigating previous complaints of a white male in the area exhibiting odd behavior. Sheriff’s deputies and investigators were actively conducting neighborhood sweeps, providing extra attention, and conducting door to door interviews with local residents, in an effort to identify the individual involved.
