Man faces sexual assault charges, accused of inappropriate contact with women at stores

Juwan Noble

WEST ALLIS -- A Milwaukee man, 24, is facing four misdemeanor counts of fourth degree sexual assault after prosecutors say he had inappropriate contact with women shopping at stores in June and July. West Allis police said Monday, July 16 they're working to determine whether there are additional victims who haven't come forward.

A criminal complaint notes that West Allis, West Milwaukee and Greendale police are involved in the investigation. Prosecutors say Juwan Noble would thrust himself on women while they were shopping or working. Four victims have come forward, and authorities say there's video evidence of even more disturbing encounters.

"This individual just wasn't walking by them and brushing them. It was actually purposely thrusting his pelvic region into their buttocks," said Bob Fletcher, West Allis Police Department.

According to the complaint, on June 16, investigators spoke with a woman who said she was shopping at the Dollar Tree store on S. 108th Street in West Allis when the man, later identified through video as Noble, approached her and thrust his pelvic area into her buttocks.

He allegedly did the same thing the next day at Target on Miller Park Way in West Milwaukee. The complaint says Noble rubbed up against two women inappropriately. The complaint says one incident was caught on camera there.

On June 23, Noble is alleged to have thrust his hip into a woman's backside at Kohl's on S. 76th Street in Greendale, causing the woman to nearly fall over. She said it happened again in the shoe department. A second victim said Noble "bumped her from behind twice." She said she "got nervous and went to the women's restroom to hide, and call her husband." One of the incidents there was caught on camera. The complaint says the video showed Noble doing this to five other unknown women at the store.

The complaint notes there was another incident on June 14 at Kohl's on S. 108th Street in West Allis, where video was obtained showing Noble thrusting himself towards three other unknown women.

"Video information came out showing cases where the defendant allegedly did the same thing to other females who had not come forward. Nobody's mother, daughter, wife or girlfriend should have to experience that type of allegation. It's not something you expect to have happen to you when you go to the store. That person who is doing it needs to be held responsible so he can get the help he needs," said Fletcher.

Noble made his initial appearance in court on Monday, July 16. A not guilty plea was entered on his behalf, and a pre-trial conference was scheduled for July 31.

A $1,000 signature bond was set, and he's been ordered to have no contact with the four victims who have come forward -- and he cannot visit any Target, Kohl's or Dollar Tree stores in Milwaukee County.
