MADISON -- Heavy rain pounded parts of southern Wisconsin on Monday, Aug. 20. Among those communities hit hardest -- Madison.
Localized flooding was seen on several streets in the capital city -- including historic Mifflin Street. The high water stranded some motorists -- and did not seem to faze others.
