"It sounds like there've been a series of shootings involving folks and cars both on the highway and on the streets of Milwaukee recently," said Reggie Moore, Director of the Office of Violence Prevention in Milwaukee.

Moore said this shootout between men driving cars is concerning.

In the last few weeks, reports of shots fired caused the shut down of the freeway. Authorities believed it was the result of road rage.

"When someone is shot behind the wheel of a car, that car becomes dangerous to everything around it. There are only two things that can stop a car a person braking it or it running into something," Moore said.

A motive for Thursday night's shooting remains unknown. The other driver in the incident stayed on the scene -- but was later arrested.

"The shooting that happened last night, the car could've killed someone in addition to the person killed. The other thing to recognize is bullets travel," Moore said.

If road rage is behind it, Moore's office asks the public to think before acting.

"We encourage people to use common sense and to obviously not engage in shooting because you are putting everyone around you in danger," Moore said.
