WASHINGTON -- Police in Washington state arrested a childcare provider after a five-year-old girl's father walked in on alleged abuse.Police say the girl's father walked into a classroom at the Kid's Country childcare facility on June 5th to find his daughter and a 31-year-old teacher crouched behind a bookshelf, according to Q13 FOX.Q13 FOX reports the teacher allegedly told the father he was having a “tickle fight” with the girl.The girl later told her father the teacher had touched her inappropriately, police say.The girl's father then called Child Protective Services, and the girl was interviewed.Q13 FOX says the girl, who was described as bright and articulate allegedly told investigators the teacher had raped her.The teacher allegedly told investigators he had touched the girl beneath her underwear, but that it was "accidental."The 31-year-old man is expected to be charged with first degree rape, Q13 News reports.

Washington, Illinois residents pick up the pieces after tornado

WASHINGTON, Ill. (WITI) -- Washington, Illinois residents whose homes were destroyed by Sunday's severe weather on Tuesday, November 20th got their first close-up look at the damage.The residents of Washington, Illinois were among the hardest-hit by Sunday's storms.A tornado ripped through the town of about 10,000, causing serious damage to or destroying as many as 400 homes.All of that destruction has taken a heavy toll on the community.FOX6's Jeremy Ross met with Washington residents Tuesday trying to collect any belongings they could find.Meanwhile, in Illinois, Indiana and Michigan, at lease 600,000 still didn't have power on Monday.Officials have said eight people died in the storms, including six in Illinois and two in Michigan.Donations are being accepted by the American Red Cross.

Two teens attack one's mom, plan to eat her liver after pill binge

(CNN) -- Two teenagers -- 13 and 14 years old -- are in custody in Spokane, Washington, and the mother of one of the teens is recuperating in a hospital after she was attacked by the boys following a pill-taking episode, authorities said.The boys apparently had planned to kill the woman, who is the 13-year-old's mother, and eat her liver, Spokane County Sheriff's Deputy Craig Chamberlin told CNN Friday."The 14-year-old came up with the idea of, 'Hey, let's rip her open and eat her liver,' but it never happened," said Chamberlin.

(CNN) -- Up to 334 retail marijuana stores could be licensed to set up shop in Washington state, officials said Wednesday.New proposed rules approved by the Washington State Liquor Control Board come nearly 10 months after voters passed a measure legalizing recreational marijuana use.Since then, authorities have been hashing out the details of how to regulate production and sale of the drug.Officials said they used population data to determine how many retail marijuana stores can open."These rules fulfill the public expectation of creating a tightly-regulated and controlled system while providing reasonable access to participation in the market," Sharon Foster, the board's chair, said in a written statement.The board will vote on the proposed rules at an October hearing, and producers and retailers will have a chance to apply for licenses in December.Officials estimate that 13% of marijuana users in the state will go through licensed retailers at the outset, and that the number will increase to 25% by the end of the year, according to Mikhail Carpenter, a spokesman for the liquor control board.Marijuana is illegal in the United States under the federal Controlled Substances Act.
