$50,000 cash bond set for 33-year-old man accused of having sex with a 13-year-old girl
WAUKESHA (WITI) — Detectives with the Waukesha Police Department arrested a 33-year-old man on Tuesday, November 4th after they learned he allegedly communicated with, met and sexually assaulted a 13-year-old girl who lives in Waukesha.
33-year-old Jason Matter of West Bend now faces four criminal charges, including: sexual exploitation of a child, causing a child under the age of 13 to view or listen to sexual activity (two counts), and attempted first degree sexual assault of a child - sexual intercourse with a child under 13.
Waukesha police were conducting an investigation relating to a juvenile victim who had reportedly been talking with multiple adult males via different mobile applications. In late October, that investigation led to charges being filed against 24-year-old Ethan Holt.
When interviewing Holt's alleged victim, police were able to obtain information regarding a second individual -- later identified as Jason Matter.
The criminal complaint filed against Matter indicates the girl began conversing with Matter in late September/early October via the mobile applications "Whisper" and "KiK."
The complaint says the girl told police the conversations were of a sexual nature -- saying she sent Matter nude photos of herself, with Matter sending back a picture of his face.
The girl told police she and Matter agreed to meet for sex prior to her 13th birthday in mid-October. The complaint says the girl told police she fell asleep, so they didn't end up having sex during their initial meeting, but the girl said they did have sex during a second meeting in mid-October.
Police were able to identify Matter when they took a look at the girl's KiK account.
A Waukesha police detective took over the girl's KiK account, and communicated with Matter as though he was the girl. During this conversation, the complaint says Matter sent a picture of him and the girl having sexual intercourse. The complaint says Matter later admitted to taking the picture while having sex with the girl.
Police spoke with Matter, and the complaint says he told them he met the girl over Whisper, and they later switched to KiK.
The complaint says Matter told police he was aware the girl was 12 years old, and was soon turning 13.
Waukesha police say it is believed Matter may have “groomed” and sexually assaulted other young girls in the Milwaukee/Waukesha/West Bend area.
Matter made his initial appearance in Waukesha County court on Tuesday, November 4th -- where cash bond was set at $50,000. He was ordered to have no unsupervised contact with any minors, including his biological child. He cannot use or possess any device with internet access, including a smartphone.
Matter has a preliminary hearing scheduled for November 13th in Waukesha County.
