29-year-old man facing multiple charges after striking 5 cars, holding man and baby hostage in West Allis



MILWAUKEE -- An alleged drunk driver causes a chain reaction then holds a man and child hostage, all while trying to avoid police. New details recently released indicate why the man should have not been behind the wheel.

Mangled cars lined 59th Street earlier this week, after suspected drunk driver, 29-year-old Reynaldo Velazquez, hit the parked vehicles after a high-speed chase.

    The complaint details the moments leading up to the crashes and a petrifying situation where Velazquez reportedly held a man and his 10-month-old child captive.

    "The more I wanted out the more aggressive he got with me," said the man held hostage told FOX6 News.

    In an exclusive interview with FOX6, the West Allis man tells of the frightening moments that he peeked out on his porch to see the commotion. That's when he encountered Velazquez running through yards then pulling him into the home saying he needed help.

    "He held me in the house. Would not let me leave at all," said the man.

    While police surrounded the house, the suspect frantically called someone then knocked over a Pack 'n Play where the child was sleeping.

    "Picked up my son for a few minutes and held him when he was crying like he was going to keep him from me," the man said. "I talked to him trying to reason with him."

    Reports say at one point the suspect offered the man $2,000 to let him stay in the house. After about 20 minutes, Velazquez finally exited the home and was taken into custody.

    Police say his eyes were bloodshot, he smelled of alcohol and also had heat bumps on his tongue -- indicative of THC use.

    "Very terrifying especially when you don't know what his next moves are or what he was thinking," said the man.

    As it turns out, Velazquez has had several run-ins with the law, previously convicted of or revoked for a prior OWI-related offense and subject to an ignition interlock order.

    Then in 2006, he was convicted of the felony offense of 3rd degree sexual assault.

    According to the Department of Corrections, Velazquez has been in custody on this case for seven of the last ten years.
