Grafton woman charged, accused of attempting to deliver marijuana to inmate

GRAFTON -- A 57-year-old Grafton woman has been criminally charged, accused of delivering illegal items to an inmate at the Kettle Moraine Correctional Institution.

Gisela Miller is facing one count of possession with intent to deliver THC and one count of deliver illegal articles to an inmate.

According to the criminal complaint, on August 2nd a detective began investigating phone calls that were placed by an inmate within the Kettle Moraine Correctional Institution to his girlfriend, Gisela Miller, that appeared to be a discussion about drugs being transported to the facility. The calls were from July 27th through August 1st.

Upon listening to additional surveillance recordings, detectives learned that Miller was going to visit the Kettle Moraine Correctional Institution on August 15th at 3 p.m.  -- and that there would be drugs provided at that time.

Investigators were directed to come into the prison as Miller was waiting in the waiting area outside the prison gates on August 15th.

According to the complaint, during that time, Miller "admitted to the MEG Unit investigators that she had marijuana on her person and that she intended on delivering it to an inmate that she came to visit. She identified the marijuana as being concealed within three small yellow balloon tie-offs, which were intended to be ingested."

Miller was taken into custody.

The complaint indicates that Miller also admitted that this is not the first time she has brought items in to the inmate.  She stated that she has done it about four other times in the past three months. She acknowledged that it was just marijuana and not other drugs.

When investigators asked Miller how the exchange would occurred she "admitted that she would bring drugs inside of her bra. Before the visitation with  she would go to the bathroom and put the balloons inside of her mouth. During the face to face visitation, they would kiss. During the kiss, she would transfer the balloons from her mouth to mouth. The inmate would then swallow the balloons and retrieve them from the toilet after they passed through his system."

The total weight of marijuana from all three packages was 1.6 grams.
