BUSTED: What deputies found on an 18-year-old man arrested for OWI

RACINE COUNTY (WITI) -- Racine County Sheriff's officials say an 18-year-old man from Rochester, Wisconsin was arrested on Monday, April 28th after deputies found heroin, syringes and pills on him following a traffic stop. He has been charged in the case.

Sheriff's officials say two citizens reported a reckless driver traveling eastbound on State Highway 20 in the Town of Yorkville just after 3:30 p.m. Monday, April 28th. The citizens reported the vehicle was weaving back and forth over the center line, and then back -- nearly into the ditch.

Sheriff's deputies stopped the vehicle on State Highway 20 near S. Sylvania Avenue in the Town of Yorkville.

Sheriff's officials say the 18-year-old driver, identified as Ryan Engel appeared "extremely lethargic" and "under the influence of something."

Deputies observed a silver object in the front passenger area in plain view, according to a criminal complaint against Engel. Deputies retrieved that item, and the complaint says Engel told them he had used it in the past to "cook heroin," but said he hadn't used it recently.

The complaint says a search of Engel's vehicle was initiated, and deputies recovered a lighter and an empty baggie with a white powder residue in it.

Additionally, the complaint says a syringe cap fell from Engel's pants, and later, other items fell from his pants.

The complaint says Engel failed field sobriety testing and was arrested for OWI. He agreed to a blood sample and was taken to the Racine County Jail.

There, the complaint says deputies located a red container that held three Xanax pills, a small, clear plastic baggie with a white powder, and another plastic cigarette wrapper with a number of small dark-colored rocks inside.

The complaint says a deputy asked Engel what the baggies contained, and he said "that's heroin."

A nurse decided Engel had to be medically cleared before entering the jail, and the complaint says as Engel was being escorted back to the squad car, a clear plastic syringe fell from his pants leg.

When asked if he had anything else on him, the complaint says Engel said "he thought that was it."

After he was medically cleared, Engel was transported back to the jail -- where another small, clear plastic baggie containing a white powdered substance fell out -- and officers located another clear plastic syringe on the back of his leg, according to the complaint.

Engel is now officially charged with one count of possession with intent to delivery heroin (less than three grams), possession of a controlled substance, possession of drug paraphernalia and obstructing an officer (one felony, and three misdemeanors.)
