CHARGED: Arrest warrant issued for man accused in fatal shooting at Big C's Bar

MILWAUKEE (WITI) -- A Milwaukee man has been charged in connection with the weekend shooting death of Herman Paige -- the owner of Big C's Bar on N. 12th Street.

28-year-old Dwayne Jobe is NOT in custody -- but a warrant has been issued for his arrest.

Jobe has been charged with one count of first degree reckless homicide (use of a dangerous weapon) and possession of a firearm by a felon -- both felony charges.

A criminal complaint filed against Jobe says police were dispatched to Big C's Bar on N. 12th Street on Sunday, May 11th.

There, police observed Paige lying face up on the floor in the front entrance of the tavern -- with several people inside indicating Paige had been shot.

The complaint says life-saving measures were initiated on Paige -- but they were unsuccessful.

A Medical Examiner determined via an autopsy that Paige suffered two gunshot wounds -- one to the right finger, and one to the right upper chest.

The Medical Examiner determined Paige's death to be the result of a gunshot wound -- and ruled the death a homicide.

The complaint filed against Jobe says police spoke with a woman who was at Big C's Bar the night of the shooting. She told police Jobe is her cousin -- and said she was at the bar for a birthday party for her niece.

The complaint says the woman told police there weren't any problems until bar time. At bar time, the woman says Paige was telling everybody that they had to leave.

The woman says Jobe began arguing with Paige -- saying he couldn't leave because he had to wait for his mother, who was in the bathroom, according to the complaint.

The complaint says the woman told police Paige told Jobe he could wait for his mother outside -- and that's when the two began to argue. During the argument, the woman says Jobe's mother came out of the bathroom and tried to calm him down, but the woman says Jobe wouldn't calm down -- and had to be forcibly pushed out of the bar.

The woman told police that once everyone was outside, they began fighting. The complaint says eventually, Jobe started walking away from the bar, but then, a few minutes later, she says Jobe came back.

The complaint says the woman told police Jobe then raised his hand and fired a gunshot into the air.

The woman told police Jobe was saying something to the effect of "What's up now?" as he walked back towards the bar, according to the complaint.

The complaint says the woman told police she saw Jobe walk into the bar, and she says she heard at least three more shots.

The woman told police she believes Jobe then fled the scene.

The complaint filed against Jobe says he was convicted of a felony offense of possession with intent to deliver heroin back in 2005.
