The seventh person in the van, a 17-year-old girl, was hospitalized with life-threatening injuries.
The driver of the other vehicle, a woman, 32, was arrested on suspicion of OWI, police said.
The victims were remembered at a vigil at the crash scene Monday night.
"She was a happy baby," said Arneisha Beckworth, mother of Aniya Robinson. "It’s not right. I can’t do it."
"Let there be peace, God, in our hearts," said John King, Isreal Williams' uncle.
King led a group in prayer during Monday's vigil.
"We want to take this time to celebrate the lives of the lost, celebrate the fact that we have another chance waking us up today," said King.
Aniya Robinson's mother said the river of the van was her toddler's Godmother.
"I’m not blaming nobody," said Beckworth. "At the end of the day, why? Why my baby?"
"If she had been slowed down, in control, maybe both of them could’ve stopped and prevented this," said Jordan Keepers, grandfather of Aniya Robinson.
Surveillance cameras captured the crash.
