MILWAUKEE -- A man was killed when he was struck by a vehicle near 91st and Brown Deer Tuesday morning, July 9. The father of the victim identified him as Allen Seiler Jr.

Squads and officers rushed to secure the scene moments after the man was hit around 9 a.m.

"It was officers trying to resuscitate the individual," said Leonard Gilmore, witness.

The striking driver, a woman, 33, stayed at the scene.

Marvell Harmon said he saw it happen.

"He literally took off running," said Harmon. "I'm like, 'Hey! Hey! I know you see these cars.'"

Harmon said the man ran into oncoming traffic.

"He was looking for cars to come. He waited for some cars to come, and once the cars came, he ran in front of the car and that is when he got hit," Harmon said.

The striking vehicle came to a stop in the median.

"She was driving on the left lane here. That's why her car is on the median," said Harmon.

Officers were seen talking with the woman whose windshield was cracked from the impact.

"She didn't try to. She couldn't stop it. The light was green. She was driving. She didn't try to hit him," said Harmon.

Authorities worked to reconstruct the deadly crash to figure out how it happened.

"I'm sorry for him," Harmon said. "I'm sorry for the family. I'm sorry for her family. It's just a tragic loss."
