Man fatally shot by police officer in Oshkosh; "A tragedy that we wish did not occur"



OSHKOSH — Authorities from the Wisconsin Department of Justice's Division of Criminal Investigation are taking the lead in the wake of an officer-involved fatal shooting in Oshkosh on Monday, July 31st.

Officials said in a news conference at 1:00 p.m. that the initial 911 call to Winnebago County dispatch came in at 2:18 a.m. on Monday. A woman indicated a subject was trying to take items from her residence in the 300 block of Knapp Street (near 4th and Knapp). The subject had left -- and then returned and was attempting to take the woman's vehicle.

When two officers arrived on the scene, a vehicle crashed through the door of the garage. The driver in the car attempted to flee through the yard and got stuck in the yard.

One officer attempted to get the subject out of the vehicle. Officials say the subject then accelerated the vehicle towards the second officer in the backyard. The second officer opened fire on the vehicle, striking it several times.

The vehicle and subject then fled the scene. The vehicle was later located not far from the neighborhood. The subject was found hiding in a nearby shed. He had suffered from gunshot wounds. Officers immediately began life-saving efforts. But the subject later died from his wounds at a hospital.

Officials identified the subject as 28-year-old Isaiah Tucker of Oshkosh.

The state Division of Criminal Investigation (DCI) has taken over the probe. Police said there is no threat to public safety.

The officers involved in this incident have been placed on paid administrative duty. Both were wearing body cameras -- and those videos will be viewed and examined by DCI.

"This is truly a tragedy that we wish did not occur. Our thoughts and prayers go out to the officers involved in this incident. We also give our condolences, our thoughts and our prayers to the family of the deceased," said Dean Smith, Oshkosh police chief.
