The driver of the vehicle, a 41-year-old man, remained on the scene and was arrested.

FOX6 News learned a 25-year-old man was also arrested for child neglect.

Criminal charges will be referred to the Milwaukee County District Attorney’s Office. When asked, a spokesperson said it was a license violation resulting in death.

"I would be there to comfort the console because there’s nothing you can say or do because it won’t bring that child back but it’s devastating," Jefferson said.

Editor's note: The Milwaukee County Medical Examiner's Office identified the 2-year-old as Angelo Berry on Thursday, Nov. 14.
