Milwaukee police chase, tactical response; 2 men charged
MILWAUKEE - Two Milwaukee men are charged in connection to a police chase that led to a tactical situation on Saturday, Dec. 28.
Prosecutors said 23-year-old driver Malik Harrell sped away from police for nearly 38 miles, while 22-year-old passenger Stephon Mosby was let out mid-chase and went into a home – prompting the tactical situation.

Police chase
Milwaukee police were on patrol near 35th and Cameron when they spotted a black Buick around 7 p.m. A criminal complaint states the Buick's license plates were registered to a Chevrolet, so officers tried to pull over the vehicle.
The Buick sped away, leading police on a chase. Court filings said the driver, later identified as Harrell, reached speeds greater than 90 mph in residential areas. The car pulled into an alley near 24th and Fairmount, where a passenger got out holding an "AK 47 style pistol."
Prosecutors said police ordered the passenger, later identified as Mosby, to stop and drop the gun – but he instead ran into a nearby home. The Buick took off again, and the high-speed pursuit continued.
The Buick drove into oncoming traffic, according to court filings, and later crashed into another vehicle at the intersection where 51st Street, Capitol Drive and Fond du Lac Avenue meet. The complaint noted it is "one of the largest and most heavily trafficked intersections" in Milwaukee.

After crashing, the complaint states Harrell continued to flee in the Buick. The chase ended near 61st and Appleton when the Buick broke down. Harrell was then taken into custody. The chase ultimately covered 37.8 miles and lasted roughly 36 minutes.
Officers searched the car and found marijuana, a digital scale and methamphetamines – as well as the gun Mosby had – "indicative of street level drug sales and distribution."

Tactical situation
While some officers chased after the Buick after it pulled away from the area of 24th and Fairmount, others surrounded the home. Tactical officers responded to the scene.
Approximately 26 minutes after he ran inside, prosecutors said Mosby came out of the home and surrendered to tactical officers. Officers searched the home and found a mask, a hoodie and the gun that Mosby had when he got out of the Buick.
In court
Harrell made his initial court appearance on Thursday, and his bond was set at $50,000. In all, he is charged with:
- First-degree recklessly endangering safety (two counts)
- Vehicle operator fleeing/eluding an officer, causing property damage
- Possession with intent to deliver THC
- Possession with intent to deliver methamphetamine
Mosby also made his initial court appearance on Thursday, and his bond was set at $10,000. In all, he is charged with:
- Possession of a firearm by an adjudicated delinquent
- Possession with intent to deliver THC
- Possession with intent to deliver methamphetamine
- Failure to comply with an officer
- Felony bail jumping (two counts)
- Misdemeanor obstructing an officer
