Police: 3 women arrested for alleged prostitution-related offenses at West Allis business
WEST ALLIS -- Three women were arrested for alleged prostitution-related offenses at a West Allis business.
A news release from the West Allis Police Department said in May, an investigation was initiated into suspected illegal activity occurring at Annie's Wellness Center near 113th and Greenfield Avenue. Officials said information provided to them indicated employees of the business, a massage parlor, were engaging in inappropriate and illegal sexual advances and contact.
On Tuesday, July 23, a search warrant was executed at Annie’s Wellness Center, where the three adult female employees of the business were arrested. The offenders were from Redlands, California, Lake in the Hills, Illinois, and Muskego. A fourth female was being sought for her involvement in the activities of the business.
A complaint filed in court said officers made contact with 10 male patrons, and five admitted to receiving sexual contact at the property in exchange for extra tip money. Additionally, two officers were offered sexual favors during an undercover operation.
On Tuesday, Aug. 6, the incident was presented to the Milwaukee County District Attorney’s Office for criminal charges. As of Monday, Aug. 12, the case was pending further review.

"The goal of the whole case and of the investigation is to stop the activity," said Kail Decker, West Allis city attorney.
Decker said they filed a complaint for a temporary closure of the building's lower unit, where the massage parlor operated.
"We also have a few other requests for remedies in that complaint," said Decker.
The complaint said the building is a "public nuisance." This same location was the subject of an investigation back in 2017, when two employees were arrested and cited.
The city may fight for a sale of the building, alleging the owner mismanaged the property.
"The allegations are that he was aware," said Decker.
Neighbors said they noticed something was off about the massage parlor.
"There was a lot of activity going on, obviously," a neighbor said. "The customers walked down there, and it was always men."
FOX6 News reached out to the property owner, Alfred Holtz. He said he had no knowledge of what was going on, and had no additional comment. The massage parlor's manager, Annie Xiu, allegedly paid cash when she rented out the property for her business. Police said they weren't certain whether that was her real name.
"I'm glad to hear that it's going to be gone," said the neighbor.
Decker and police said if you know of illegal activity in your neighborhood, it's important to notify police, as a credible tip helped launch this investigation.
