The Racine County Sheriff's Office is handling the investigation.
Witnesses said it was a chaotic scene as multiple emergency vehicles blocked portions of Michigan Boulevard.
"We heard a lot of emergency vehicles and I was in my house, actually. A friend on a boat asked 'what's happening in front of your house?' So I came out and the police had blocked off the road on Washington Boulevard on each end here for two blocks and they had pulled someone from the lake," a witness said.
