Xavier Jackson, Jamauel Ford
RACINE, Wis. - Two Racine men are charged in connection to the shooting of a 16-year-old boy in March that officials described as "an attempted execution."
Prosecutors say 18-year-old Xavier Jackson and 23-year-old Jamauel Ford were involved. Both are charged with first-degree intentional homicide and first-degree recklessly endangering safety.
Additionally, Jackson is charged with possession of a firearm by a felon and three counts of felony bail jumping.

According to a criminal complaint, Racine police officers were called to the area of Marquette and Albert the night of March 20 for a report of a shooting. Officers found the 16-year-old wounded on the ground.
The victim was taken to a hospital for treatment and, the complaint states, eventually flown to Children's Wisconsin. Officials said the victim was shot at least seven times.

Investigators watched surveillance video of the incident, per the complaint. The video showed the victim walking with a 6-year-old child next to him when an SUV approached. The driver of the SUV got out "dressed in a dark-colored puffy coat and blue jeans which appear to have rips in them." The complaint states, as soon as the driver got out, he started shooting at the victim who then fell to the ground.
According to the complaint, a "second gunman" got out from the SUV's passenger said and went up to the victim – standing directly over him – and started shooting. The "incident can only be described as an attempted execution," the complaint said.
Investigators found two sets of bullet casings at the crime scene. The complaint states the surveillance video also showed "at least two separate impacts, which appear to strike the pavement" – suggesting there was a third shooter in the SUV. The video showed everyone who was in the SUV get back in and drive off.

The complaint states investigators determined the SUV involved had Illinois license plates and had been reported stolen. On the morning of March 26, Kenosha police spotted the SUV – which fled into Racine. That night, investigators came upon the SUV once again. When they tried to stop it, it fled into Kenosha.
The SUV fled across the border where it was picked up by police in Zion, Illinois and the chase resumed "at a high rate of speed" before the SUV crashed. The driver, identified as Jackson, ran off but was later found and arrested. Ford was a passenger in the SUV.
After the chase, the complaint states police found two guns – both reported stolen. Review of the weapons and bullet casings determined they were "likely" used in the attempted homicide.

Ford had a "distinct limp" due to an old injury, per the complaint, which neither shooter who got out of the SUV in Racine had. Based on that, investigators "believe" he was the person who fired shots from within the SUV.
According to the criminal complaint, it is "believed that Jackson attempted to kill (the victim) in retaliation" for another death. The complaint went on to say Jackson and the other shooters "mistakenly identified (the victim) as an NFL gang member" and "believed he was involved in (the other person's) death. However, (the victim) had nothing to do with this death."
Jackson made his initial court appearance on April 4 and had cash bond set at $250,000. His next court date is set for July 29. Ford was first in court on July 14, his cash bond set at $250,000, and is due back July 20.
