MILWAUKEE -- A 51-year-old Beaver Dam man is in custody after investigators say he overdosed on heroin while driving on I-43. It happened Thursday, March 22.

"He's extremely lucky," said Lieutenant Dan Tyk, North Shore Fire Department.

Officials say 51-year-old Harold Campos, was found behind the wheel of a car parked along I-43 and Bender Road. His girlfriend was alongside him.

Authorities say Campos overdosed on heroin and his girlfriend took control of the wheel.

People who passed by, noticed the stopped vehicle and stepped in.

"It sounds like he was in and out of consciousness as the bystanders tried to help him," said Tyk.

Dispatch guided the good Samaritan through performing CPR. The North Shore Fire Department arrived shortly after.

"He's very lucky, obviously traveling at freeway speeds, that he didn't injure somebody else or that he wasn't injured," said Tyk.

Capos was taken into custody and treated at a hospital. Investigators say Campos, has four previous OWI convictions, was currently out on bail for a DUI arrest in Beaver Dam, and was operating on a suspended license.

"It's a scourge. We've got to change the culture," Acting Milwaukee County Sheriff Richard Schmidt.

Acting Milwaukee County Sheriff Richard Schmidt says, something has got to give. The Milwaukee County Sheriff's Office has made 17 drug arrests and 203 OWI arrests so far this year.

"We have to get the entire community involved, law enforcement can't do this alone," Schmidt said.

It was a community that came to help Campos -- hoping the impaired driving doesn't continue to happen.

"It can't happen, we've got to stop it," Schmidt said.

Campos is expected to be charged with DUI – 5th / Drugs, which is a Class H felony punishable by up to six years in prison; and Felony Bail Jumping, which is also a Class H felony punishable by up to six years in prison. The man is currently out on bail for a felony DUI arrest.
