FOX6 News spoke with a neighbor, who said he went to the store with his son just before the shooting. When he returned, his neighborhood was covered in crime scene tape.

He said he just moved to the area from the west side of Chicago, and said this was the second shooting in just four months in the area. He said he's surprised by how much violence takes place in his neighborhood, especially considering how close this shooting scene was to a school and church.

"It's kind of quiet down here. This is kind of like, 'whoa, what?' This will bring the whole community outside like, 'what happened?'" James Patterson said.

FOX6 News spotted Racine Police Department's "Major Crimes Unit" van parked at the scene, as this investigation continues.
